public.good.dao.consortium
Descrição
- Lead Entity & Vision: This proposal is presented by the Planetary Public Good Network, a pioneering consortium initiative dedicated to establishing Cardano as the secure, foundational infrastructure for a global network supporting the future of decentralized public goods. Our mission is to facilitate the creation, incubation, and acceleration of impactful public goods worldwide.
- We are building the Planetary Public Good DAO Framework – a synergistic integration of DAO operational methodology, advanced Artificial General Intelligence (AGI) Agents, and the interactive AGI Avatar Phygital Interface.
- This framework is envisioned as the ultimate and first Planetary Public Good delivered by this consortium, aiming to usher in a New Era of intelligent, effective, transparent, and sustainable decentralized organization, powered by real-time AGI insights derived from opt-in governance information provided transparently by participating DAOs (facilitated via DOB Protocol infrastructure). We strive for this framework to become the globally recognized benchmark for all DAOs seeking high performance and impact.
- Founding Partners & Roles: The DAO launches with a powerhouse consortium of founding partners, each bringing unique expertise and serving as crucial testbeds, committed to collaborating on Cardano's DAO infrastructure (initially Clarity Protocol):
2.1. ChileDAO: ChileDAO: A vibrant, established national Web3 hub acting as a crucial bridge between diverse blockchain ecosystems (Cardano, Bitcoin, Ethereum, Chainlink, Avalanche, Stellar, Polkadot, Internet Computer (ICP), Mantle, Worldcoin, etc), academia and educational institutions, industry (Cámara Blockchain, FinteChile members), and a large community (>30 core members, >400 network). Committed to migrating its operations and onboarding representatives from its 30+ associated projects onto Cardano DAOs, ChileDAO serves as a complex, real-world testbed for AGI managing national-level coordination, ecosystem mapping, and acting as a rich talent pool for the consortium.
2.2. DOB Protocol: A cutting-edge research and development entity focused on the intersection of AI, blockchain, and real-world systems. With an operational Decentralized Physical Infrastructure Network (DePIN) financing platform in Chile and Peru, and published, peer-reviewed research on Decentralized Autonomous Machines (DAMs) (arXiv:2504.15676, IEEE ICBC 2025), DOB Protocol leads the R&D for the consortium's AGI Agent (based on their DOBI agent) and spearheads explorations into applying DAM/DePIN concepts to enhance DAO capabilities for managing Governance Data, Real World Assets (RWA), DeFi Contracts, and critical infrastructure on Cardano.
2.3. Cooperativa Local: A Chilean organization with deep expertise (since 2021) in Web3 adoption, community building within the cultural and creative sectors (backed by Start-Up Chile, Catalyst), and specifically in Cardano DAO incubation/acceleration (proven F11 program). Cooperativa Local provides the essential onboarding framework for all partners onto Cardano DAO platforms, manages the consortium's operations, coordinates the AGI Avatar Phygital Interface Focus Group, manages creative asset licensing, and runs the Planetary Public Good DAO's Public Program for global outreach.
2.4. Cardano Confederation and/or other groups active on governance: promoting principle-based networks comprising experienced of Cardano Community Members and Delegated Representatives (DReps) and active governance participants such as Intersect working groups or Community Hubs. Facilitating governance actions with ethics and transparency, the Confederation and other communities such as Intersect Hubs will provide invaluable insights to our focused on AGI Cardano's governance needs, serving as a pilot group for testing AGI tools designed to enhance DRep efficiency and members' governance (e.g., proposal summarization, sentiment analysis), and ensures the consortium's outputs remain aligned with Cardano's core values and community interests.
2.5. IME DAO: A unique Decentralized Autonomous Organization formed by Chile's union of electronic music workers (~200 members, ~60 active on Cardano/Clarity). Incubated and Accelerated by Cooperativa Local, IME DAO demonstrates the practical application of DAOs in the complex cultural sector by producing Chile's first decentralized music and technology festival, IME Link (June 21-22, 2025, Santiago de Chile). This provides a high-visibility, mass-audience showcase for the AGI Agent and the AGI Avatar Phygital Interface in action.
- Core Public Good Deliverables: This proposal focuses the consortium's initial efforts on the intensive R&D, refinement, and launch of three core, interconnected Planetary Public Goods:
3.1. The Planetary Public Good DAO Framework (Ultimate & First Public Good): The overarching methodology, best practices, governance templates, and operational models for creating and running effective, AI-enhanced public good DAOs.
3.2. The AGI Agent for DAOs (Second Public Good): The adaptable AI software layer providing contextual intelligence and operational support to DAOs.
3.3. The AGI Avatar Phygital Interface (Third Public Good): The novel, interactive, and sustainable visual front-end for engaging with the AGI Agent and the DAO ecosystem.
-
Multichain Vision, Cardano Core: The framework, AGI Agent support layer, and AGI Avatar Phygital Interface are designed with multichain compatibility in mind (licensable), enabling broad adoption. However, the core Planetary Public Good DAO infrastructure, critical governance data security, core AGI processing logic, and primary value anchoring will remain based on Cardano, leveraging its unparalleled security, research foundation, and governance capabilities.
-
Eligibility & Gov Alignment: This initiative's scale, strategic R&D focus (AGI, DAM, DePIN), ecosystem-building scope, and alignment with Voltaire make it fundamentally suited for the Cardano Budget Process. It addresses needs unmet by Project Catalyst, particularly the lack of suitable funding mechanisms for intensive, tailored R&D support for emerging public good DAOs without large pre-existing revenues.
-
Budget & Treasury: Estimated cost: $370,000 USD (731,080 ADA) @ $0.5061 USD/ADA (S3 Support-3 based on Tradingview technical report of April-24). Funds will be managed with full transparency in the Planetary Public Good DAO's Treasury (Clarity Protocol), including publicly published monthly expenditure reports. Responsible spending is a core principle.
Declaração do Problema
This proposal directly confronts a critical constellation of interconnected problems hindering the realization of Cardano's potential as a global platform for decentralized collaboration, governance, and real-world impact. Despite the promise of Decentralized Autonomous Organizations (DAOs), their widespread adoption and effectiveness are significantly hampered by fundamental challenges:
- Prohibitive DAO Complexity & Usability Barriers: Launching, managing, and participating effectively in DAOs remains excessively complex for the vast majority of potential users and organizations.
1.1. Steep Learning Curve: Onboarding requires significant technical literacy and time investment to understand governance mechanics, token interactions, and platform tools. This was a key challenge identified in Cooperativa Local's 2024 Cardano DAO Incubator, limiting participation primarily to technically adept individuals.
1.2. Operational Inefficiency: DAOs struggle with coordinating tasks, managing diverse communication channels (Discord, forums, etc.), tracking contributions fairly, and executing decisions efficiently without centralized overhead or sophisticated tooling.
1.3. Information Overload: As DAOs scale, members (and representatives like Cardano's DReps) face an overwhelming volume of proposals, discussions, and data, making informed participation and effective governance extremely difficult.
1.4. Unengaging Interfaces: Current DAO interaction primarily relies on functional but often unintuitive dashboards and text-based chat interfaces. These fail to capture the engagement of diverse users, especially those from creative or non-technical backgrounds, and lack the capacity for nuanced, context-aware interaction.
-
Ecosystem Fragmentation and Siloed Collaboration: The broader blockchain space, including Cardano's ecosystem, often operates in silos. National communities (like the diverse Web3 scene in Chile before ChileDAO's efforts) lack unified platforms for collaboration, leading to duplicated efforts and missed opportunities. This fragmentation extends globally, preventing synergistic development and knowledge sharing between regional hubs or different blockchain communities.
-
Difficulty Demonstrating Tangible Real-World Value: Communicating the practical benefits and transformative potential of blockchain and DAOs beyond niche Decentralized Finance (DeFi) applications remains a major hurdle. It is difficult to showcase compelling, relatable use cases that resonate with mainstream audiences, businesses, and traditional institutions, limiting broader adoption and understanding of Cardano's capabilities. Projects like IME DAO's ambitious decentralized festival face challenges in articulating their innovative model effectively.
-
The AI Integration Gap in Governance: While Artificial Intelligence (AI) holds immense potential to augment DAO capabilities, its integration into governance and operations is nascent and largely theoretical. There's a lack of:
4.1. Practical Frameworks: Methodologies for safely and effectively embedding AI into DAO decision-making loops are underdeveloped.
4.2. Tailored AI Tools: Generic AI models lack the specific contextual understanding of individual DAO goals, history, culture, and operational needs required for truly useful assistance.
4.3. Ethical Considerations: Frameworks for ensuring AI use in DAOs is transparent, accountable, and aligned with community values are missing.
-
Bridging Advanced Concepts (DAM/DePIN) to Practice: Cutting-edge concepts like Decentralized Autonomous Machines (DAMs) – AI-driven entities managing real-world assets via Internet of Things (IoT) and blockchain – and Decentralized Physical Infrastructure Networks (DePIN) offer powerful future possibilities. However, translating this academic research (like DOB Protocol's foundational paper) into practical applications within DAOs requires dedicated R&D, integration pathways, and real-world testbeds, which are currently scarce. DAOs lack the tools to easily interact with or govern RWA or DePIN infrastructure.
-
Funding & Sustainability Mismatch for Public Goods: Emerging DAOs focused on public goods, cultural initiatives (like IME DAO), or national ecosystem building (like ChileDAO) often lack substantial revenue streams. They require intensive, bespoke R&D support (e.g., for customized AI integration) that doesn't fit neatly into traditional venture capital or product-focused grant programs like Project Catalyst's recent partner challenges, creating a critical funding gap for foundational ecosystem development. Furthermore, sustainable operational models for such DAOs are needed beyond initial grants.
-
Scalability Challenges in Decentralized Governance (incl. Cardano's): As decentralized networks grow, ensuring effective, scalable governance becomes paramount. Cardano's own system, while pioneering, faces challenges related to DRep engagement, information processing for informed voting, and efficient coordination across committees and working groups. There is a need for innovative tools and potentially new models to support the Voltaire era's goals.
-
Regional Underrepresentation & Lack of Tailored Support: Key regions like Latin America and Africa, despite significant user interest and potential, remain underrepresented in Cardano governance metrics with less than 5% of de dRep voting power based on tenpo.vote reports / and may lack ecosystem support initiatives tailored to their specific cultural, linguistic, and economic contexts.
In essence, this proposal seeks to address the critical gap between the immense theoretical potential of AI-enhanced DAOs on Cardano for managing public goods, RWA, and complex systems, and the practical realities of usability, coordination, funding, and demonstrating value that currently limit their impact. We aim to solve these interconnected problems by building the foundational framework, intelligent tools (AGI Agent), engaging interfaces (AGI Avatar Phygital Interface), and validated, high-visibility use cases necessary to unlock this potential.

[ 1 / 6 ] Regarding the timing of our Submission
The consolidation of this proposal was inherently complex, involving the alignment of our distinct founding partners, integrating cutting-edge R&D streams (like DOB Protocol's DAM/DePIN research), and defining specific, high-impact use cases across diverse sectors.
Furthermore, the timing was also influenced by the dynamic nature of the new Cardano Budget Process itself and the parallel development of frameworks within Intersect. We felt it prudent to observe the final proposals and decisions emerging from relevant Intersect Working Groups and Committees before finalizing our own submission, ensuring strategic alignment and avoiding redundancy.
For instance, the Community Hubs Working Group, which developed its own significant proposal framework, submitted its proposal around the same timeframe as ours (yesterday, April 24th).
Crucially, one of our key partners, ChileDAO, with its extensive network of over 400 Web3 agents in Chile, was a natural potential applicant under the Community Hubs framework. After careful consideration and evaluating the strategic opportunities, ChileDAO made the decision that joining this Planetary Public Good DAO & AGI Agent consortium offered a more direct and powerful path to achieve its goals of national ecosystem coordination integrated with advanced AI capabilities, rather than pursuing the Hub model independently at this stage.
This strategic decision by ChileDAO, made in light of the evolving options within the new budget process, was a key factor finalized just prior to our consortium's submission.
However, and this remains the central point, the submission timing aligns with the pending designed flow of the Cardano Budget Process itself. As outlined by Intersect: the "Reconciliation & Adjustment phase", and "The process is iterative, and will be adjusted to suit DRep needs."
Our consortium is fully committed to being highly responsive and transparent throughout this ongoing review phase. We welcome all questions, are scheduling AMAs, and will actively participate in any workshops or discussions to ensure the community and DReps have all the information needed to make a well-informed decision during the reconciliation and subsequent voting stages.
[ 2 / 6 ] Are the KPIs in this proposal defined as specific, measurable numerical targets?
Our internal planning and commitment to transparent reporting include specific, measurable targets. It's important to note the nature of this consortium: it heavily involves R&D and focuses significantly on process documentation and contextual application within diverse, real-world DAOs as primary outcomes, alongside the development of tangible tools. Therefore, not all KPIs are purely numerical.
However, we do have clear categories presented for measurable KPIs that will be tracked and reported transparently via the monthly updates.
A. Transparency & Governance:
- 100% on-time delivery of detailed monthly expenditure reports published via the DAO Treasury.
- Successful execution of DAO votes for major consortium decisions/expenditures.
B. Consortium & Partner DAO Activity:

[ 3 / 6 ] RE: Has this proposal been sufficiently socialized on major platforms like X, GitHub, and Discord, and is there visible support from the Cardano community?
A. Submission Timing & Strategic Context: Aligning distinct founding partners (Cooperativa Local, DOB Protocol, ChileDAO, IME DAO) and its finalization was also strategically timed awaiting related proposals, like the Community Hubs Working Group's (selection criteria defined Apr 23).
This was pertinent as ChileDAO evaluated the Hubs framework before deciding this consortium offered a more synergistic path, finalizing their commitment late and impacting our submission timing. We submitted directly to Cardano GovTool upon finalization, initiating the public review phase now, aligning with the process timeline.
B. Socialization & Standing of Founding Partners: Crucially, this consortium builds upon established partners with significant existing presence, history, and socialization within their domains and the Cardano/Web3 communities. Their participation provides strong foundational validation and implicit alignment from key ecosystem sectors.
C. Visible Community Support: Visible support exists primarily from Cooperativa Local's 2024 DAO Incubator Program involving 8 organizations guided to build their own DAOs ad Clarity and Summon platforms; and which has worked on the DAO Acceleration of the partner networks throughout 2025 (e.g., IME DAO members using Cardano/Clarity for massive festival organization, ChileDAO's extensive cross-chain community engagement and university partnerships using DAOs for execution).
D. Current & Future Socialization Actions: While a dedicated website and X account for the consortium are forthcoming, individual partners actively utilize existing platforms to amplify reach. We are now intensively initiating socialization of this specific proposal during this crucial review period by:
- Sharing detailed summaries, updates, and responses via partner channels and relevant Cardano community outlets (X, Notion, Discord, in the links shared with the proposal).
- Announcing and scheduling Ask-Me-Anything (AMA) sessions to directly address community and DRep questions in real-time.
- Publishing the AGI Avatar Phygital Interface Trailer directed by Brauxelion - renowned Web3 creator - to visually communicate a core aspect of the project.
- Actively monitoring and responding to feedback and questions raised on Cardano GovTool and other relevant community media.
[ 4 / 6 ] RE: Compared to similar projects on other chains , what are the differentiating factors and lessons learned?
-
Integrated Synergistic Framework: Unlike siloed tools, we deliver an integrated framework (Methodology + AGI Agent + AGI Avatar Phygital Interface + DAM/DePIN R&D) tested concurrently across diverse, real-world public good DAOs (cultural, national, governance), providing holistic validation.
-
DAM/DePIN Applied to Public Goods: We leverage DOB Protocol's published Decentralized Autonomous Machines (DAMs) research (arXiv:2504.15676) to explore applying these concepts specifically to enhance DAOs governing public goods and related Decentralized Physical Infrastructure Networks (DePIN), a unique focus beyond typical commercial DePIN projects.
-
Diverse Consortium & Ethical Focus: Our unique consortium combines specialists (DAO Incubation, AI/DAM R&D, National Hub, IME as a DAO built for pop culture massive angagement on social media).
-
Leveraging Cardano's Strengths: Our approach is built for Cardano, utilizing its research-driven ethos, high security assurances (vital for public goods/DAMs/Real World Assets - RWA), evolving governance model, and potential eUTXO advantages.
-
Strategic Ecosystem Integration: ChileDAO represents a major national Web3 hub with a demonstrated network of over 400 agents spanning more than 20+ blockchain ecosystems. Despite this multi-chain background, ChileDAO has made a deliberate, strategic decision to migrate its core operations and onboard its network projects onto Cardano specifically through this consortium. This choice was driven by their assessment of Cardano's superior governance framework and security model (essential for coordinating national-level initiatives and potential public good critical infrastructure), its suitability for their planned RWA and DePIN explorations relevant to Chilean challenges, and the strong alignment with this consortium's public good mission. Crucially, this Gov Budget proposal represents the first concrete and timely opportunity for Cardano to secure this significant ecosystem asset. Standard funding routes like the Catalyst Partner challenges, with their 5-million dollar annual revenue requirements, are inaccessible. Failing to support this integration now, risks potentially losing this valuable community's full engagement with Cardano until 2026 or beyond.
[ 5 / 6 ] RE: How is this proposal positioned in relation to past DAO-support tool projects (e.g., Summon, governance tooling), in terms of overlap or complementarity?
We focus explicitly on distinct intelligence, automation, and user interface layers. We complement, rather than duplicate, core platform functionalities provided effectively by tools such as Clarity and Summon. Our approach is synergistic, aiming to enhance the capabilities and adoption of the entire Cardano DAO tooling landscape through partnership.
-
Direct Experience & Partnership: Our foundation includes Cooperativa Local's 2024 DAO Incubator, which formally partnered with both Clarity Protocol and Summon Platform. The 8 participating organizations utilized these platforms on Cardano, and platform representatives were engaged in the program's outcomes. This history establishes a collaborative, not adversarial, relationship from the outset.
-
Positioning: Complementary Intelligence & Interaction Layers: We position our AGI Agent and AGI Avatar Phygital Interface as enhancement layers working on top of or alongside base platforms like Clarity/Summon. We are not rebuilding their core functionalities (e.g., on-chain voting, treasury management).
-
AGI Agent: This acts as an intelligence layer. It leverages data from platforms like Clarity/Summon (and other sources, potentially via DePIN R&D) to provide contextual insights (proposal summaries, analytics), automate tasks within those platforms' context, and offer personalized guidance to users navigating those tools.
-
AGI Avatar Phygital Interface: This offers a distinct, highly engaging interaction mode beyond traditional dashboards/chatbots. It serves as a visual onboarding tool and public showcase interface, connecting users to DAO information derived from the AGI Agent and underlying platforms.
-
Enhancing the Ecosystem & Supporting User Choice: Our goal is to empower DAO creators and participants on Cardano, irrespective of their chosen base platform (Clarity, Summon, future tools). The AGI infrastructure aims to provide value across the entire DAO lifecycle (creation, onboarding, governance, sustainability) for diverse users – from individuals and communities (like IME DAO) to national bodies (like ChileDAO) and institutions. By simplifying complexity and adding AI-driven value, we actively aim to drive greater adoption of Cardano's existing DAO infrastructure, acting as partners to expand the entire DAO ecosystem.
