Perfil do DRep
Holland
My objective as a DRep is to bring a real operator’s perspective into Cardano governance. I actively run infrastructure and work in real world, regulated environments where reliability, security, and long term maintenance matter more than theory. When proposals are presented, I evaluate them not just on ambition, but on whether they can realistically be built, maintained, and sustained over time. I’m also focused on Cardano’s ability to support real-world use cases beyond crypto-native circles. My background spans aviation, business operations, and finance, which gives me a practical lens on adoption, compliance, and risk. I want governance decisions that strengthen Cardano as a durable platform for real users, not just short-term experimentation. Finally, I care deeply about making governance understandable. Important decisions shouldn’t require insider knowledge or technical fluency just to follow along.

Motivações
I became a DRep because Cardano is entering a phase where judgment matters more than momentum. I’ve watched ecosystems reward compelling narratives while overlooking operational reality, long term maintenance, and accountability. As someone who builds and operates systems, I’m motivated by delivery over promises and resilience over hype. I’m comfortable voting against proposals when incentives are misaligned, outcomes are vague, or accountability is unclear, even if those proposals are popular. I don’t represent a project, a VC, or a social circle. I represent the belief that treasury funds should strengthen the ecosystem’s foundations and compound its long-term health. My motivation is simple: if Cardano succeeds, it should be because it was governed deliberately.
Qualificações
I’m an active participant in the Cardano ecosystem, operating live infrastructure and engaging deeply with governance, protocol evolution, and treasury decisions. My experience running real systems gives me firsthand insight into what proposals look like after they leave documentation and enter production. Professionally, I bring a multi-domain background that includes regulated industries, entrepreneurship, and financial decision-making. These environments have shaped how I evaluate risk, incentives, and tradeoffs. While I don’t claim traditional academic credentials, my strongest qualification is sustained, hands-on involvement and a strong sense of accountability. I vote knowing that my name and reputation stand behind every decision.

CARDANO BLOCKCHAIN ECOSYSTEM CONSTITUTION v2.4
# Three-line summary: 1. Cardano Constitution v2.4 removes non-binding expectations, the Budget Info Action mechanism, and mandatory CC conduct rules, streamlining governance. 2. It adds clear definitions, enforces immutability of proposal documents, and applies treasury audit/accountability safeguards to all withdrawals. 3. This version also incorporates feedback from EMURGO. # Three helpful links 1. 2026-27 Net Change Limit
The Cardano Constitution requires the establishment of a Net Change Limit, which defines the maximum amount of lovelace that can be withdrawn from the treasury during an outlined period of time. This governance action serves as an opportunity for all governance stakeholders to formally express their positions regarding the proposed Net Change Limit, ensuring transparency, accountability, and alignment across the ecosystem. The 2026-27 Net Change Limit will begin at the start of Epoch 613 and continue for 100 epochs, finishing at the conclusion of Epoch 713. The Net Change Limit will be 350,000,000,000,000 lovelace (350M ada). Unless superseded by a new NCL, this is the maximum amount that can be withdrawn from the treasury during this specific period and shall not be exceeded. The Net Change Limit will be used when reviewing both budget actions and treasury withdrawal actions to ensure constitutionality as required by Article IV of the Cardano Constitution and the Treasury Withdrawal Guardrails outlined in Appendix I.
