Description

This proposal aims to increase community participation in the voting stages of Project Catalyst by developing and piloting a transparent, community-led framework to guide voters and Catalyst dReps. The framework will help individuals and representatives filter and evaluate proposals based on criteria aligned with the interests and values of different micro-communities within the Cardano ecosystem.

It has two primary goals: (1) to teach voters how to analyze proposals, create informed voting lists, and cast their votes intentionally; (2) to guide Catalyst dReps in how to responsibly assess and prioritize proposals in a way that represents the interests of their delegators.

Cardano is growing rapidly into a global network with thousands—and potentially millions—of stakeholders. As the ecosystem scales, so do the diversity and complexity of perspectives, priorities, and socio-cultural realities. Representation in Catalyst must therefore be plural, responsive, and anchored in a fair process that empowers smaller communities and encourages decentralization of voting power.

This proposal responds to that need by recognizing the ecosystem is composed of micro-communities—geographic (e.g., Japan, Africa, LATAM) and interest-based (e.g., DeFi, NFTs, governance). Each micro-community has specific contexts and funding priorities. A shared analytical framework enables both voters and Catalyst dReps to act in a more informed, transparent, and value-aligned way across these diverse groups.

Our team has already conducted community sensing in the Lusophone community, educating local participants about Voltaire and Project Catalyst, and gathering data about their governance priorities. This process led to the creation of the Manifesto Cardano Brasil, a set of community-guided principles that will inform the structure of the framework.

To deliver this framework, the project is structured in three key development steps:

Step 1: Proposals Filtering Framework (PFF) This stage will define community-aligned categories and themes to filter proposals according to micro-communities' priorities. The team will study different filtering methods, including Catalyst’s predefined tags, keyword mapping, and AI-assisted classification, in order to identify effective strategies for organizing proposals by relevance.

In addition to community input, the research will explore structured prioritization dimensions such as: – Strategic relevance (alignment with Cardano’s roadmap and governance goals) – Local impact (regional or cultural significance) – Equity of access (supporting underserved communities) – Ecosystem synergy (connection to existing Cardano infrastructure or efforts) – Team delivery history (past performance of proposers using Milestone and Keychain data)

Activities include targeted research, an online workshop, and community questionnaires. The outputs will include methodological documentation and filtering guidelines, all published openly on GitBook.

Step 2: Proposals Analysis Framework (PAF) This phase focuses on defining structured methods for evaluating Catalyst proposals. The team will research evaluation models from similar ecosystems (e.g., Gitcoin), comparing methodologies, criteria, and weighting strategies. We will test different approaches for incorporating AI to enhance review productivity and scalability, without compromising quality. Special attention will be given to prompt consistency and methodological integrity to avoid bias or distortions in AI-generated outputs.

In addition, this project will include a research initiative dedicated to exploring existing AI-based tools and initiatives in development within the Cardano ecosystem that aim to support proposal review and analysis. This research will inform potential collaborative integration into the framework and highlight synergies with community experiments and Catalyst dRep practices.

The project will also research and examine multiple AI-supported workflows and tools—including ChatGPT, Claude, DeepL, and others— to identify efficient, scalable review models. These may include reusable prompt libraries, standardization of review formats, and automation of synthesis steps. Depending on feasibility, low-code tools like n8n may be tested for building simple workflow automations, such as syncing AI outputs to GitBook or auto-generating draft assessments from community inputs.

This step will result in a practical and adaptable open guide for Catalyst dReps and voters, incorporating AI responsibly to enable scalable review methods without sacrificing analytical depth.

Step 3: Analysis Dissemination Framework (ADF)

This phase establishes best practices for sharing proposal analyses, curated lists, and voting rationales with delegators and the broader Catalyst community. Drawing from the principles outlined in the Manifesto Cardano Brasil, this step will define which formats and platforms could be effective to ensure clarity, accessibility, and community engagement.

Possible dissemination formats include GitBook articles, Twitter/X threads, Medium posts, Telegram updates, YouTube explainers, carousels on Instagram, and podcast-style recordings. These formats will be adapted to different levels of depth and audience familiarity with Catalyst.

Key dissemination practices may include: – Publishing curated proposal lists with justifications – Producing content across platforms like YouTube, Twitter, and GitBook – Templates for transparency reports and voting rationale – Recommendations on clarity, format, frequency, and accessibility

To support active governance participation, the project also includes an onboarding and educational component. This involves the production of 9 short tutorial videos, 7 written guides, and 2 explanatory articles covering key topics such as how to vote, how to delegate, and how to use the framework itself. All materials will be published in English, Portuguese, and Japanese.

To assess and incentivize adoption, we will use surveys and ADA rewards to collect feedback from voters and dReps who interact with the materials. This helps measure satisfaction and identify improvements.

KPIs and Impact Goals include: – 50 new Catalyst dReps onboarded – 50M ADA delegated to onboarded dReps – 200 unique wallets delegating to them – 80%+ approval in user satisfaction surveys

All content and documentation will be openly published on GitBook to support replication. If resources allow, remaining translation budget may be allocated to additional languages based on community demand.

This pilot serves as a foundation for long-term improvements in Catalyst governance infrastructure, scalable across languages, communities, and governance systems.

Problem Statement

Project Catalyst, after 13 Funding Rounds, still faces relatively low voter participation, unclear expectations for Catalyst dReps and a lack of proper tools to support distributed decision making trough voting. Active ADA voting power remains concentrated in few whales, large DAOs and institutional actors, as demonstrated by the Cardano Foundation top-down voting process in Fund13, where a small internal team reviewed proposals using undisclosed criteria and cast approximately 180 million ADA in votes without transparency or community input. DAOs like Liqwid and Minswap also participated with significant voting power, their huge influence was concerning as well. Catalyst was envisioned as the greatest decentralized innovation fund in the world, but without transparent, community-driven evaluation frameworks for voting, the centralized voting dynamics and decision-making observed in recent funds undermine that vision.

Proposal Benefit

This proposal and the resulting framework created by it would bring direct benefits to voters and Catalyst dReps by providing a clear, transparent and reusable framework for proposal evaluation within Project Catalyst.

For voters, the framework incentivizes informed decision-making and trust in the decentralization of the voting process. For Catalyst dReps, it offers guidance on how to best represent their delegators in a consistent and community aligned manner, according to shared principles and values.

This framework will also leverage the Catalyst Voices implementation developed by the Catalyst team, which aims to implement vote delegation and improve the governance experience within Catalyst. Our framework intends to support this effort by providing transparent guidelines and best practices that empower both voters who delegate their ADA voting power and Catalyst dReps to make informed and representative decisions.

By supporting more structured and value/mission driven voting proccess, the framework incentive decentralization of ADA voting power and amplify the voice of underrepresented smaller communities.

The return on investment lies in improved legitimacy, qualified and broader participation, and decision quality across Catalyst ecosystem. With greater voter confidence, clearer Catalyst dRep accountability, and tools that are open source and community maintainable, this project strengthens the management of Cardano’s treasury and governance at a critical moment in its evolution.

Additionally, this proposal will produce multilingual educational content—including video tutorials and written guides—to onboard new participants into Catalyst governance and support dReps in applying the framework effectively. These materials will be designed for accessibility and reusability, enabling other communities to replicate and build upon the framework’s methodology. This educational layer amplifies the project's impact by promoting informed participation and increasing the overall reach and understanding of governance tools within Catalyst.

RESEARCH $26,840 USD

This budget covers the costs associated with the research, workshops, questionnaires, coordination meetings, reports and documentation. The breakdown below illustrates the hours assigned to each task for clarity:

Co-Creation Workshop Hosting: 2 hours/workshop × 2 facilitators × $40/hour × 3 workshops = $480 Covers facilitation of three workshops with two hosts each to facilitate with the intention to gather direct input from the community about the framework design concepts. Workshop Preparation: 2 hours/workshop × 2 facilitators × $40/hour × 3 workshops = $480 Time allocated for studying, planning, organizing, and structuring the co-creation sessions.

This item covers the production of 7 educational tutorials and 2 complementary explanatory articles to support the Catalyst dRep Analysis Framework. A professional copywriter will assist in drafting and refining the content using AI tools. SOCIAL MEDIA MANAGEMENT $1,650 USD

Estimated Time: 50 hours | Total Cost: $1,650 USD This item covers the planning and execution of social media activities to maintain community engagement and promote project deliverables across both phases of the proposal. Platforms managed will be at least X (Twitter), Telegram, and YouTube, with tailored copywriting and post formatting to suit each channel’s audience and style.

The scope is divided as follows: Stage 1 (Months 1–8): Light-touch community interaction during the research and framework development stage. Includes weekly updates, announcements and community support across 35 weeks. 35 hours x $30/hour = $1,050

Stage 2 (Month 9): Active outreach during the educational content launch, including content promotion, user engagement strategies, announcements, community support and governance activation support. 20 hours x $30/hour = $600

TOOLS & SUBSCRIPTIONS $900 USD

AUDIO AND VIDEO EQUIPMENT $500 USD

One-time purchase to ensure professional audio and video quality for meetings, workshops, content production, and video report recordings. Equipment will be reused for future Cardano-related projects. Cost: $500

COMMUNITY INCENTIVES (SURVEYS, QUESTIONNAIRES & SPACES PARTICIPATION) $1,000 USD

This budget item covers rewards to encourage meaningful community engagement through structured questionnaires, feedback forms, and participation in workshops. The initiative aims to generate at least 50 completed qualified survey responses across different engagement stages, helping validate the project’s impact and gather actionable insights. Total Budget: $1,000 USD

TRANSLATION $6,000 USD

This budget item covers the translation of key project deliverables from English into Portuguese and Japanese, using a hybrid approach: machine translation with expert human post-editing (MTPE). This method ensures both affordability and quality for governance-related and educational materials.

The estimated total volume is approximately 58,320 words per language, distributed as follows:

  • 3 Research Reports (10 pages each, ~500 words/page): ~15,000 words
  • Final dRep Analysis Framework Document (30 pages): ~15,000 words
  • 7 Written Tutorials (~800 words each): ~5,600 words
  • 2 Articles (~1,200 words each): ~2,400 words
  • 9 Video Narration Scripts (Heygen, ~1,000 words each): ~9,000 words
  • GitBook Interface & UI Text: ~1,320 words

These materials will be translated into both target languages, resulting in an estimated total of 116,640 translated words. At an average rate of $0.05 per word, the total cost is $5,832, rounded to $6,000 USD to accommodate minor revisions or additional localization needs. If the full allocation is not required, remaining resources may be used to translate selected content into additional languages based on community polling and demand.

AGGREGATE COST $43,590

A contingency allocation of 10% is widely adopted across technology and R&D projects to cover unforeseen adjustments, minor scope shifts or operational inefficiencies that may arise during execution. It aligns with industry standards (such as PMI and academic research projects), where 5 - 10% is typically reserved for general uncertainty without inflating the budget unnecessarily. Given that the current proposal submission model does not yet clarify the full extent of reporting and audit requirements (e.g., Statement of Milestones, Proof of Achievement, Project Close-out Report, etc.) and the potential problem of ADA price fluctuations, we have set the contingency allocation at 15%. This is to address potential ADA price volatility and additional workload related to project management and reporting that may be required by Intersect staff. Should this workload not be demanded, the contingency budget will be redirected to enhance the research component of the project, allowing for deeper analysis, more robust validation, or additional community engagement activities.

Resourcing & Duration

We estimate a total duration of nine months to deliver the key deliverables presented in this proposal. This work will be carried out by a core team of 2–3 members with ongoing responsibilities in research, framework development, documentation, coordination, and community engagement.

Throughout the development of the project, additional collaborators (up to 4) could be brought in at specific stages to support activities such as translation, content creation, social media outreach, and technical validation. This structure allows for flexibility while ensuring high quality outputs and maintaining alignment with the Intersect development timeline and reporting expectations.

Experience

I have been actively involved in Project Catalyst since Fund 2, working as a Veteran Community Advisor, Veteran Proposal Assessor (Level 2 Reviewer), Moderator, and Milestone Reviewer. Since Fund 11, as a Milestone Reviewer, I have reviewed over 30 funded proposals and more than 100 Proof of Achievement (PoA) and Statement of Milestones (SoM) submissions, contributing directly to the accountability and transparency of Catalyst-funded projects.

I was a funded proposer in Fund 10 and hosted Twitter(X) Spaces for the Manifesto Cardano Brasil project. I also served as project manager for “DReps LATAM – Brasil – Exploration & Community Sensing.”

Throughout my Catalyst journey, I have mentored proposers and contributed to the creation of quality assurance procedures for the review process. One of my key contributions was the co-creation of the “Red and Yellow Card Thing”, a set of review standards that was officially adopted and used across at least two Catalyst funds during the early moderation phases.

Telemídia – Marketing Strategy, Content Creation, Software Development & AI Engineering

Telemídia is a company with expertise in automated content creation, marketing strategy, and AI-powered software development. The team has been engaged with Project Catalyst for nearly two years, contributing to initiatives in the Cardano ecosystem through AI-supported content generation, social media management, tutorial production, and community engagement. Telemídia will also provide additional technical foundation for software development and prompt engineering, supporting the AI experimentation necessary to validate research strategies, proposal filtering methods, and analysis models within Project Catalyst.

Telemídia’s work is publicly verifiable through the Manifesto Cardano Brasil project, where Telemídia supported both marketing strategy and execution.

Additional Team Capacity and Community Collaborators

Our team already has the core competencies to deliver this proposal. To strengthen our capacity, we intend to bring in pre-selected specialized community collaborators to support research and social media activities. We also have qualified contributors ready to assist with development, as well as collaborators prepared to support translation and localization of content into Japanese and Spanish. All of them are active participants in the Cardano ecosystem, with experience in governance, communication, and technical delivery.

Ático is also a registered dRep and has successfully contributed to the delivery of three Project Catalyst funded proposals . Maintenance & Support

The outputs of this proposal—including the Catalyst dRep Analysis Framework, research reports, tutorials, and community materials—will be openly published and maintained on GitBook. The documentation will be structured and accessible in English, Portuguese, and Japanese to ensure long-term usability and support future collaboration across language barriers.

The framework will be developed as a modular and open-source system, allowing the community to reuse, adapt, and expand its components. All materials will be licensed for open use, with a focus on sustainability through transparency and traceability.

The project will also establish public communication channels (e.g., X/Twitter, YouTube, Telegram) and infrastructure that will remain active after the proposal ends. These channels will support continued community engagement, potential onboarding efforts, and further dissemination or iteration of the framework. Rationale - This proposal is based on months of organized community discussions, engagement and feedback via the Manifesto Cardano Brasil initiative. More than 80 contributors influenced the manifesto and the "Critical Missions for Brazilian and Lusophone dReps" document through public debates on X, surveys and joint writing efforts. These initiatives resulted in distinct governance guidelines supported by the Lusophone Cardano community, advocating for multilingual education, tools for proposal analysis, transparency in dRep activities, and culturally inclusive engagement. This proposal transforms those priorities into a workable, open-source framework aimed at empowering both voters and Catalyst dReps, onboarding more community members to Catalyst, educating them and improving distributed decision making with more voting power deciding Catalyst funding through individual vvoters and Catalyst dReps. It represents not only a personal concept but also a shared framework created and confirmed by a structured cohort.

Beyond this formal endorsement, the proposal also addresses pressing governance gaps that have sparked visible community dissatisfaction—especially following Fund13. The Cardano Foundation’s top-down voting approach, in which 182 million ADA were used to vote on proposals without public criteria, transparency, or community discussion, triggered widespread concern about centralization and lack of accountability. This incident highlights the urgent need for community-vetted, value-aligned frameworks to guide voting behavior and restore trust in the process.

In parallel, the current budget proposal revision process—where this proposal is being drafted—reveals another critical issue: the near-total absence of structured, consistent, and publicly documented analysis by most Catalyst dReps. Despite the importance of this moment for reshaping Catalyst’s future, very few dReps have engaged in transparent reviews based on shared values or established methodologies. This lack of diligence exposes a systemic weakness that this proposal directly seeks to address.

Therefore, while the support for this proposal stems from grassroots Lusophone initiatives, it also responds to broad, observable governance issues within Catalyst. Its development is rooted in community voice, and its relevance is reinforced by recent real-world governance shortcomings.

Roadmap Alignment

This proposal supports the Cardano 2025 Product Roadmap by advancing Cardano’s governance tooling, participation infrastructure, and educational capacity across multiple fronts. It contributes to the ongoing evolution of Voltaire by offering scalable, multilingual, and community-driven governance solutions.

Sub-goal: Expand Cardano community participation This project adopts a multilingual strategy—initially covering Portuguese, Japanese, and English—to engage diverse micro-communities with localized educational content and onboarding resources. Through inclusive workshops, translated tutorials, and incentivized feedback forms, it lowers barriers for participation and encourages the onboarding of both individual voters and Catalyst dReps in underrepresented regions.

Sub-goal: Stabilize the Cardano governance system post-bootstrapping phase By delivering a structured, transparent, and reusable framework for proposal evaluation and decision-making, the project provides dReps and voters with a common foundation to guide actions. This reduces ambiguity, promotes consistency across governance actors, and supports a more predictable and resilient governance environment as on-chain delegation scales.

Sub-goal: Improve education and marketing for governance to make processes clear The project offers a full suite of educational materials—including interactive video tutorials, written guides, explanatory articles, and translated scripts—focused on governance participation, voter registration, delegation, and use of evaluation frameworks. Content will be distributed via GitBook, YouTube, X, and Telegram, ensuring broad accessibility and long-term reusability.

Sub-goal: Refine and expand core governance tools via open contribution All materials, frameworks, and methodologies are published openly and designed for modular use and adaptation. Community members are encouraged to co-create, extend, or localize the framework. The approval of a budget for Project Catalyst and the implementation of a vote delegation feature on Project Catalyst. Both are external dependencies.

Considering the progress of the discussions related to the Innovation budget and lack of competitors to Project Catalyst team within the process, I think the risk in this dependency is minimal.

Regarding the dependency on the voting delegation feature, it is public knowledge according to the Project Catalyst Moderation Module that the next deliverable for the Catalyst Voices project also involves the voting delegation feature and recent updates from the Catalyst team suggest that the updates are close to happening. There is still a considerable amount of time between the time I am writing the proposal submission and the possible start of this work, so it is very likely that this feature will already be available when this proposal is approved, if so.
