Description

This proposal focuses on creating a comprehensive training and certification program for developers specializing in Blockchain, specifically on the Cardano platform. It is aimed at students and professionals in Latin America. Certification and accreditation will be issued by Person Vue, Onvue Claim, Credly, ITCC, the Professional Certification Coalition, and the Latin American and Caribbean University. The main objective is to promote the adoption and usability of the Cardano ecosystem in the region, starting with university training, thus providing developers with the skills and knowledge necessary to build innovative decentralized applications.

Problem Statement

In Latin America, there is a limited offering of university programs that accredit and certify blockchain technology, both at the undergraduate and graduate levels, which limits their competitiveness in the labor market. This additionally hinders the wider adoption and usability of Cardano's blockchain technology in the region.

Proposal Benefit

This proposal offers internationally accredited and certified training in blockchain technology, thus allowing greater engagement with the university sector in the region and generating greater adoption and usability of the Cardano platform.

Key Proposal Deliverables

We will be training and certifying 132 professionals and students from 13 countries in Latin America. The first milestone will be the promotion of 66 participants and the second milestone will be the promotion of 66 participants for a total of 132 trained participants.

Cost Breakdown

Faculty and Administrative Staff Payment (12 months) 120,000ADA/$54,000 Fees and platform payment (130 participants) 66,700ADA/$30,000 Total: 186,700ADA/$84,000

Resourcing & Duration

The team is made up of 12 professionals, who will work for a period of 12 months as teachers and organizers of academic activities.

Experience

FUNINTEC has participated in the in-person and online training of more than 150 students and professionals, in partnership with ULAC and other organizations. We have professionals with extensive experience. For this plan, we will have highly distinguished members in the area of Cardano ecosystem development. FUNINTEC has also organized and participated in Cardano activities at the local and regional levels.

Maintenance & Support

This proposal offers a 100% scholarship for participants;however, the cost-benefit ratio is very favorable for the Latin American Cardano community, as we will be training and certifying 132 professionals and students from 13 Latin American countries. They will be multipliers, not only within universities but also in companies and organizations. This certification will allow us to showcase a high-level training plan to the community at an affordable cost appropriate for the region, for subsequent training processes that will be covered by the new participants.

Supplementary Endorsement

We have indeed been part of organizational and training processes, such as CIP-1694 Caracas, CIP-1694 Pan American in Uruguay, Intersect Community Workshops, Intersect Governance Workshop, and Cardano Constitutional Convention.

While this project might be important, Catalyst might be a better fit because of the size of the budget.

Comments by Sri Lanka hub budget workshop 20th April 2025 : Cardano Blockchain Developer Certification in Latin America

  1. What stands out?

The proposal’s intent to address blockchain education in Latin America and the promise of full scholarships for 132 students was well received by the group. However, the proposal lacks clarity on critical details, such as the curriculum, the credibility of the certifying bodies, and the qualifications of the teaching team. While companies like Pearson Vue and Credly are mentioned, there’s no evidence of partnerships with the said organizations.

  1. What’s a tradeoff to consider? The group was unable to come up with any suggestions for tradeoffs that could make them change their mind about the proposal.

  2. What’s one question you’d want to ask the proposer?

Could you provide a detailed outline of the curriculum, specifying whether it includes practical, Cardano-specific programming and how it ensures the students are equipped to build apps on the Cardano?

  1. Highlight areas that are missing or require clarification

The group agreed that several areas need further clarification

The proposal does not outline the topics covered or whether the training focuses on Cardano-specific tools.

Pearson Vue, Credly, and the Latin American and Caribbean University are mentioned, but there’s no evidence of partnerships or accreditation.

The proposal references 12 professionals but provides no names, credentials, or evidence of their expertise in Cardano development and education.

A total cost of 186,700 ADA is provided, the allocation lacks detail. Details such as, teaching hours, platform costs, or administrative expenses would help us understand the expenses better.

The group was also unsure as to why this exact number was selected, selection of 132 participants from 13 countries is not explained, how and why were these figures were determined.

Overall reception of the proposal.

While the group agrees the proposed idea has merit agreeing more education and certification is needed in the cardano ecosystem.

No participants in the group voted to pass this budget request. The proposal was criticized as being too vague and considerable rework needs to be done to this proposal.
