Description
The Inkuba Blockchain Center represents a strategic initiative to establish West Africa's first dedicated Cardano blockchain innovation hub in Burkina Faso. Building upon three years of grassroots development work and university partnerships, this center will transform promising but disconnected blockchain education efforts into a sustainable ecosystem for Cardano development, innovation, and adoption throughout the region. By creating a physical and virtual infrastructure where developers can learn, collaborate, and build real-world blockchain applications, Inkuba will address critical gaps in the current ecosystem while unlocking unique African use cases and perspectives that will enrich the global Cardano community.
Background and Context For the past three years, Cardano advocacy efforts in Burkina Faso have laid important groundwork through developer training sessions and university partnership negotiations. These initiatives generated significant interest and identified promising talent, but have reached a critical juncture where without structured support, this momentum will dissipate. The region's developers face unique challenges including limited local mentorship, absence of blockchain-focused workspaces, and lack of pathways to convert technical skills into viable projects. Burkina Faso represents both a challenge and an opportunity for blockchain adoption. With approximately 21.5 million citizens, a young population (median age 17.9 years), rising smartphone penetration (43% and growing), and significant unbanked populations (76%), the country exemplifies many African markets where blockchain solutions could address fundamental problems in financial inclusion, identity, property rights, and transparency.
Center Vision and Structure The Inkuba Blockchain Center will serve as a comprehensive support system for Cardano blockchain innovation with four core components:
- Physical Innovation Space: A dedicated facility in Ouagadougou featuring reliable internet connectivity, collaborative workspaces, technical equipment, and meeting areas where developers can work consistently on blockchain projects regardless of infrastructure limitations they may face elsewhere.
- Education and Skills Development Program: Structured curriculum pathways taking developers from blockchain fundamentals through to advanced Plutus and Marlowe development, implemented through bootcamps, weekly workshops, and mentored project-based learning.
- Incubation Program: A six-month structured program helping promising projects transition from concept to minimum viable product, including technical guidance, business model development, user research, and preparation for further funding opportunities.
- Community Hub: A focal point for regular meetups(In-person and online), hackathons, awareness events, and cross-sector collaborations that build broader understanding and adoption of Cardano technology throughout the region.
Problem Statement
The Inkuba Blockchain Center proposal addresses a critical gap in Burkina Faso's blockchain ecosystem that threatens to waste the seeds of innovation already planted in the region. Despite three years of groundwork introducing Cardano blockchain development to local developers and establishing university partnerships, promising talent is being lost due to lack of sustainable infrastructure and funding. Specifically, this proposal seeks to address:
- Talent Drain and Discontinuity: Developers who received initial blockchain training cannot continue their journey without structured support, resulting in a stop-start pattern that wastes both previous investments and natural talent.
- Unrealized Educational Partnerships: Despite successful negotiations with key universities, formalized blockchain education programs remain unimplemented due to funding constraints, preventing the creation of a sustainable pipeline of blockchain developers.
- Missing Innovation Bridge: There is no established pathway for developers to transition from education to creating real-world blockchain applications that could benefit local communities and the broader Cardano ecosystem.
- Limited Regional Representation: Africa, and Burkina Faso in particular, remains underrepresented in the global blockchain ecosystem, despite having unique use cases and perspectives that could significantly enrich the Cardano community.
- Lack of Localized Support System: The absence of a dedicated incubation center means that developers face technical, business, and regulatory challenges without guidance tailored to the West African context.
The Inkuba Blockchain Center will transform these challenges into opportunities by creating a permanent hub where developers can receive continued education, mentorship, and resources to build blockchain solutions addressing local needs while contributing to the global Cardano ecosystem. This proposal represents not just a funding request, but an investment in unlocking the untapped potential of a region eager to participate in the blockchain revolution.

The successful implementation of the Inkuba Blockchain Center relies on several key dependencies that must be addressed for the proposal to begin operations and achieve its objectives:
External Dependencies
-
Physical Space Acquisition: Securing an appropriate facility in Ouagadougou with suitable size, location, and baseline infrastructure will be critical before operations can commence. While preliminary site assessments have been conducted, final negotiation and lease signing remain dependent on funding approval.
-
Internet Infrastructure: Establishing reliable high-speed internet connectivity is essential.
-
Regulatory Clarity: While initial advocacy work has created awareness, ongoing engagement with financial regulators and technology ministries in Burkina Faso will be necessary to ensure the center's activities align with evolving blockchain regulations in the region.
-
University Partnership Formalization: Converting preliminary agreements with key universities into formal MOUs with clear commitments for curriculum integration, student participation, and resource sharing will be required in the first phase.
Internal Dependencies
- Core Team Recruitment: The success of the center depends on recruiting qualified staff with both blockchain expertise and local context understanding. While candidate identification has begun, formal recruitment is contingent on funding confirmation.
- Curriculum Development: Finalizing the modular educational framework and adapting existing Cardano educational resources to local context and language needs must be completed before the first cohort can begin.
- Community Building: Reactivating and expanding the developer community cultivated during previous advocacy work will be necessary to ensure sufficient participation in initial programs.
- Mentorship Network: Establishing connections with experienced Cardano developers willing to provide remote mentorship to bridge expertise gaps until local capacity is fully developed.
Mitigation Strategies To address these dependencies and minimize their impact on timeline and outcomes:
- Pre-Implementation Phase: A 30-day pre-implementation phase has been built into the timeline to address key dependencies before the official launch.
- Parallel Processing: Multiple workstreams will proceed simultaneously, with facility preparation occurring alongside curriculum development and partnership formalization.
- Temporary Solutions: Plans include temporary workspace arrangements with existing tech hubs if permanent facility acquisition is delayed.
- Strategic Partnerships: Leveraging relationships with organizations like the Ministry of Digital Economy and other tech initiatives to navigate regulatory and infrastructure challenges.

By starting in Burkina Faso, the Inkuba Blockchain Center is trying to turn challenges into opportunities by creating a permanent hub where developers can receive continued education, mentorship, and resources to build blockchain solutions that address local needs while contributing to the global Cardano ecosystem.
There are millions of people in French-speaking countries and regions throughout the world. Colonization played a role in dispersing the French language. Unfortunately, these populations lag behind in new innovative technologies such as blockchain. We hear a lot about the British Empire but tend to forget that France had an impressive colonial empire as well. It centered more around Africa, some parts of South America, and various Oceanic islands, but it was large enough that, for a time, French was the language of choice when meeting with someone from another nationality.
France occupied northern West Africa, reaching fairly deep into Central Africa. It all began with trading posts along the shore of Senegal, starting in 1624. However, the French slave trade was never as extensive as the Portuguese or Dutch.
Here is a list of West African countries where French is still an official language or is at least spoken by a large segment of the population:
Bénin, Burkina-Faso, Cameroon, Democratic Republic of Congo, Ivory Coast, Gabon, Guinea, Nigeria, Senegal, Togo, Republic of Central Africa, Equatorial Guinea, and Chad.
Once established in Burkina Faso, the Inkuba Blockchain Center may expand to other countries.
