This proposal launches the full-featured MVP of the CL Web3 Grants Hub, with Cardano Catalyst as the first ecosystem to utilize its dedicated impact and analytics features.
The CL Web3 Grants Hub is designed to revolutionize how Web3 grant programs are accessed, analyzed, and optimized. Already live as a public good hub, it features a dynamic database of over 100 grant opportunities—updated every 48 hours to ensure accuracy and relevance. Builders can also use our AI-powered grant matchmaking tool to quickly find the most relevant opportunities by simply completing a short form.
While the platform already supports grant discovery and navigation across ecosystems, this proposal introduces a major next step: the deployment of our analytics and impact modules, with Cardano Catalyst as our launch partner.
These new features will enable Cardano to: -Track proposal performance and delivery with live dashboards -Measure real ecosystem impact beyond milestones -Forecast proposal success using predictive analytics trained on historical Catalyst data -Support proposers with AI-driven grant matching -Access open, exportable data through a community-facing portal
By becoming the first ecosystem to activate these features, Cardano will lead the way in intelligent treasury management, improving transparency, accountability, and funding effectiveness across Catalyst.
Problem Statement
Across the web3 landscape, grant programs have emerged as powerful engines for innovation, enabling decentralized communities to fund new ideas, support builders, and drive ecosystem growth. However, despite their transformative potential, most web3 grant programs—including Cardano’s Catalyst—face a shared set of challenges related to transparency, data-driven decision-making, and impact measurement.
A growing body of research and analysis highlights three core issues that are prevalent throughout the sector: -Lack of Standardization: There is no uniform framework for reporting, evaluating, or benchmarking grant outcomes across different web3 ecosystems. This makes it difficult to compare results, identify best practices, or ensure that funded projects are consistently aligned with ecosystem goals. -Transparency Challenges: While many programs embrace open governance and community voting, there is often limited visibility into how funding decisions are made, how project progress is tracked, and how impact is assessed. This can lead to uncertainty among both funders and applicants, and can hinder trust and engagement. -Fragmented Data and Limited Analytics: Builders, funders, and community members frequently encounter fragmented or incomplete data regarding grant opportunities, project milestones, and overall ecosystem health. This fragmentation makes it challenging to make informed, strategic decisions and to maximize return on investment for all stakeholders.
These challenges are not unique to Cardano but are widely recognized across leading web3 grant programs, as evidenced by comparative studies.
Cardano’s Catalyst program has already demonstrated significant leadership by distributing millions in treasury funding and fostering a vibrant builder community. However, as the web3 grant sector matures, there is a clear opportunity for Catalyst to further enhance its impact by adopting best practices in data-driven grantmaking and transparent analytics—setting a positive example for the broader ecosystem. This proposal seeks to build on Cardano’s strong foundation, leveraging lessons learned from across web3 to deliver a solution that benefits all stakeholders.

Key Proposal Deliverables
- Impact Analytics Dashboard A live, public-facing Catalyst analytics dashboard hosted at web3grants.co/cardano, visualizing real-time performance of funded proposals. This includes:
- Delivery status based on milestone completion and public updates
- Impact metrics such as user growth, contract deployments, ecosystem contribution
- Ecosystem-wide funding trends and category-based comparisons (e.g., dev tools vs. community building)
- Visuals tailored for voters, proposers, and treasury teams
- Predictive Analytics MVP A minimum viable model trained on historical Catalyst data ( from Fund 8 to Fund 13), identifying key indicators of proposal success such as
- Timeliness and completeness of milestone delivery
- Proposal category, budget efficiency, proposer history
- Voting trends and funding size
Outputs include:
- A dashboard scoring new proposals based on success probability
- A report evaluating how accurate these predictions were when tested against real outcomes from past rounds
- Foundations for adaptive model retraining based on new data (future round extensions)
- Open Data Portal A dedicated portal offering transparent access to Catalyst data, including:
- Downloadable CSV files of funding allocations, impact indicators, and proposal metadata
- Governance-focused visualizations that highlight distribution patterns, delivery rates, and ROI clusters
- Filters and search tools for community researchers and Catalyst governance members to explore trends and conduct independent analysis
- Community Launch & Docs A public rollout of the platform, including:
- Presentation at a Catalyst Town Hall or equivalent governance event
- A written user guide and walkthrough documentation, covering how to navigate the dashboards, interpret analytics, and use the AI matching tool
- A feedback loop: Google Form or integrated survey to collect input from builders, funders, and voters
- An open call to Catalyst working groups to co-define additional impact metrics for future versions
Cost Breakdown
For this project, we request a total of $99,000 USD to fully develop, deploy, and support the CL Web3 Grants Hub MVP for Cardano Catalyst, including its impact analytics, predictive modeling, and ecosystem engagement components.

Contingency & Infra/Hosting Costs -$6,000 Cloud services, analytics stack, monitoring, buffer for scaling needs
Notes: -We are open to implementing a reduced feature set if the available budget is lower. -Team Resourcing: Budget supports a core team of 7, the people mentioned above plus technical support. -BD allocation will ensure consistent Cardano community integration and promote adoption of the dashboard. -Contingency includes buffer for model iteration, data API spikes, and analytics scale-out.

Months 4–6: MVP Rollouts & Core Feature Development -Launch beta version of the Impact Analytics Dashboard with basic real-time data -Release first version of the Open Data Portal (CSV downloads, basic filters) -Build and test initial Predictive Analytics MVP -Score past proposals, validate model logic -Internal testing and feedback cycle -Draft first version of user documentation and guides
Months 7–9: Iteration, Accuracy Evaluation & Community Integration -Refine the dashboard UX/UI based on internal/user feedback -Publish Predictive MVP evaluation report -Enable adaptive model retraining structure -Improve Open Data Portal with search tools and governance visualizations -Run first feedback loop (forms, polls, working group outreach)

The CL Web3 Grants Hub team brings together a unique blend of experience in grant strategy, governance, impact assessment, data science, and legal infrastructure. We combine decades of institutional and Web3 experience to deliver high-performing, transparent, and community-aligned funding infrastructure. We’re also supported by a dedicated technical team covering backend, frontend, and UI/UX development, ensuring reliable, user-friendly, and scalable infrastructure.
Marianna Charalambous, Project Lead, Head of Operations A seasoned Web3 Project Manager and Grants Consultant, Marianna specializes in grant fundraising, and project management. She has successfully secured and managed millions in funding across EU programs, ecosystem grants, and innovation frameworks—ensuring impactful delivery and measurable outcomes. She previously served as the Grant Program Manager for a Layer 1 blockchain protocol, where she oversaw proposal intake, evaluation, and builder support. Separately, she also led a cascade funding program under a European innovation initiative, managing the end-to-end lifecycle from open call design to fund distribution and reporting.Marianna has also contributed to high-impact policy and research initiatives via the EU Blockchain Observatory, and currently leads web3grants.co—a cross-ecosystem platform for Web3 funding discovery and analytics.
Dr. Androniki Menelaou, Head of AI and Data Analytics Androniki is a data scientist with a PhD in Statistics from Oxford University and a proven track record in delivering multi-million euro Web2 data solutions for private and public institutions. She leads the predictive analytics and impact engine powering the dashboard. She brings deep expertise in data driven analytics and impact measurement, ensuring the platform is both technically robust and aligned with funding best practices.
Mariana de la Roche Wills, Head of BD, Legal, Sustainability Mariana is a leader in blockchain policy, governance, sustainability, and legal strategy. With a strong presence in advocacy circles, she is mostly involved with the impact features as well as advises on regulatory alignment, sustainability tracking, and cross-ecosystem partnerships—ensuring the project’s growth and compliance.
Tonia Damvakeraki, Grants & Impact Expert Tonia is a specialist in public funding, governance models, and project impact assessment. She has supported the management and evaluation of EU innovation programs and works closely with Androniki to define governance-aligned KPIs and long-term metrics. Her expertise ensures that the platform is policy-aware, impact-driven, and scalable.
Stamatis Papangelou, DLTs, AI & Data Analytics Advisor A PhD candidate in DeFi, Stamatis specializes in AI innovation, decentralized technologies, and blockchain analytics. His expertise contributes to data-driven insights, advanced security, and AI-powered solutions that enhance blockchain ecosystems.
Maintenance & Support
-The Cardano Catalyst dashboard will be actively maintained by Cornaro Labs and hosted at web3grants.co/cardano (or cardano.web3grants.co). -The platform will include full documentation, downloadable CSVs, and open access for community members and funders. -We will continue evolving the dashboard based on community feedback and governance needs. -To further strengthen the value of this tool, we plan to seek additional Cardano funding to: --Expand analytics to cover future Catalyst rounds --Continuously validate and refine the predictive analytics models --Analyze long-term impact trends and grantee follow-up outcomes
-While we may expand to other ecosystems in parallel, Cardano will remain our flagship deployment and primary focus, driving innovation in funding intelligence.

I'm a bit hesitant for Cardano to be the first chain paying for the impact and analytics features for this project we it's hard to know how much this will lead to duplicate work vs other existing initiatives and explorers to analyze Catalyst proposals. There are other things in this proposal that I feel could be interested, but the small budget you ask is split into multiple small buckets so I feel there is a risk that each effort individually has less impact than a more focused push to tackling a single problem
