The vision of becoming the blockchain of choice for governments, public agencies, and institutional partners is on the other side of our strategic mass awareness campaigns. Through cinematic videos, global roadshows, immersive IRL events, regulatory roundtables, hackathons, and a comprehensive content hub, we will elevate Cardano’s profile as a trusted, transparent, and future-ready platform for national and local governments. Outputs include 3+ pilot opportunities, 10+ briefings, 2–3 hackathons, and the launch of a Public Sector Working Group.

Despite rising interest in blockchain adoption, public institutions and governments remain hesitant due to regulatory uncertainty, a lack of trusted infrastructure partners, and concerns around resilience, governance, and transparency. Cardano’s positioning as a peer-reviewed, compliance-focused, and energy-efficient blockchain makes it an ideal platform for governments—yet proactive outreach is lacking. Policymakers default to permissioned solutions or familiar names, unaware of Cardano’s strategic alignment with public digital infrastructure needs.

This proposal offers significant ecosystem benefits: Positions Cardano as the blockchain of choice for governments and institutions. Strengthens regulatory and institutional credibility with global public sector leaders. Spurs adoption by driving pilot projects, hackathons, and MOUs with ministries. Amplifies Cardano’s vision as a compliant, sustainable, and community-led platform. Builds long-term community resources (content hub, whitepapers, videos) under Creative Commons. Establishes new pathways for ecosystem growth via policy engagement and government liaisons.

Milestones & Deliverables: 3 cinematic videos, 2–3 hackathons, 5 regional events. 3 pilot projects in negotiation or launch phase. 10+ government/regulatory briefings. Launch of blockchain policy content hub. Final public report and handover documentation.

Detailed Cost Breakdown:

Cinematic Production: CHF 450,000

Scope: Production of 3 high-quality cinematic videos to showcase Cardano's ecosystem, its success stories with impact-driven work in government and non-government sectors, and stakeholder testimonials.

Deliverables: Each video will be approximately 3-5 minutes in length, optimized for various platforms where Government and institutional audiences consume information: LinkedIn, YouTube, X, events, groups, and directories).

Distribution: Videos will be disseminated through Cardano's official channels, partner networks, and during major blockchain-native and blockchain-curious institutional events.

Targeted ROI Metrics: Aim for 500,000 combined views from our target audience across platforms within the first 3 months of release, with an engagement rate of at least 5%.

Roadshows, Roundtables, Hackathons: CHF 750,000

Scope: Organize and execute 5 regional roadshows, 3 industry roundtables, and 2 hackathons to engage developers, enterprises, and the broader community.

Deliverables: Each event will include keynote sessions, workshops, and networking opportunities.

Distribution: Events will be held in strategic diplomatic locations across Europe, North America, and Asia to maximize global reach.

STORM Partners’ Decentral House, located in Geneva, the diplomatic capital of the world will act as the headquarters for distribution, including the center for widely broadcasted virtual versions of our event.

Targeted ROI Metrics: Engage over 1,000 participants across all events, with at least 30% converting to active contributors or users within the Cardano ecosystem.​

Travel & Regulatory Outreach: CHF 300,000

Scope: Facilitate travel for key personnel to attend international conferences, engage with regulators, and establish partnerships.

Deliverables: Participation in at least 10 major industry events and 15 meetings with regulatory bodies or potential institutional partners.

Targeted ROI Metrics: Establish 5 new strategic partnerships with expansive opportunities to contribute to at least 3 regulatory frameworks or consultations.​

Campaign Personnel & Advisory: CHF 1,000,000

Scope: Recruit and compensate a dedicated team comprising campaign managers, marketing specialists, content creators, and strategic advisors.

Deliverables: Develop and execute comprehensive marketing strategies, content plans, and community engagement initiatives.

Targeted ROI Metrics: Achieve a 20% increase in Cardano's institutional user base and a 15% growth in active community participation over 12 months.​

Contingency & Community Grants: CHF 250,000

Scope: Allocate funds to provide grants to community-led initiatives that align with the campaign's objectives.

Deliverables: Support counterparties on the institutional level by supporting up to 10 of their community projects or events that highlight Cardano in action and the benefits of its adoption.

Targeted ROI Metrics: Ensure that funded community initiatives reach a combined audience of 50,000 individuals and result in measurable engagement metrics.​
