Description

This proposal offers a comprehensive assessment of Cardano's ecosystem funding approaches to enhance transparency, effectiveness, and long-term sustainability. Through an iterative process involving stakeholder interviews, landscape analysis, and validation workshops, the assessment will evaluate current funding processes, stakeholder participation patterns, and impact measurement approaches within the context of Cardano's strategic goals.

The engagement will deliver three key deliverables: (1) a written assessment of the current state of ecosystem funding; (2) presentation-format recommendations for enhancing the funding ecosystem with specific suggestions for program structures, governance frameworks, and allocation mechanisms; and (3) a roadmap with options for moving from the current state to the desired future state.

Drawing on extensive cross-ecosystem experience with various funding mechanisms (including quadratic funding, retroactive funding, and direct grants), this assessment will provide Cardano with actionable insights to improve capital efficiency, enhance stakeholder participation, establish transparent frameworks for measuring impact, and create sustainable funding models that support long-term ecosystem growth.

The project will follow a structured timeline with clearly defined milestones across three months, ensuring accountability and alignment with stakeholder needs throughout the process.

Problem Statement

The Cardano ecosystem would benefit from a comprehensive assessment of its funding approaches and mechanisms. As the ecosystem matures and transitions to full community governance, understanding how treasury resources are allocated becomes increasingly important. Currently, there is an opportunity to evaluate and potentially enhance capital deployment efficiency, stakeholder participation models, and impact measurement frameworks through an independent assessment of the ecosystem's funding landscape.

Proposal Benefit

This assessment will offer valuable insights to the Cardano community.

  1. Identifying opportunities to improve capital efficiency across the ecosystem
  2. Recommending approaches for enhanced stakeholder participation
  3. Proposing frameworks for measuring impact and accountability
  4. Suggesting funding models that could support ecosystem growth
  5. Sharing relevant best practices from other ecosystems adapted for Cardano's context

The recommendations from this assessment could influence how treasury funding is allocated, helping to align resources more effectively with strategic priorities and roadmap.

Key Proposal Deliverables

The assessment will deliver three tangible outcomes:

  1. Assessment Document: A comprehensive written evaluation of the current state of ecosystem funding focusing on constituents, mechanisms, community awareness, partnerships, structure, and financial accountability.

  2. Recommendations Presentation: A detailed presentation evaluating approaches to enhancing the funding ecosystem, including specific suggestions for program structures, governance frameworks, funding allocation mechanisms, stakeholder participation models, team considerations, community communication, and impact tracking.

  3. Roadmap Presentation: A strategic roadmap outlining options for moving from the current state to the desired future state, with practical implementation steps and consideration of Cardano's unique ecosystem characteristics.

Each deliverable will include appropriate documentation to ensure the community can effectively implement recommendations and measure progress over time.

Cost Breakdown

Total Project Cost: 50,000 USD

Phase 1: Preparation and Information Gathering - 15,000 USD (30%)

  • Labor: Senior consultant time for stakeholder engagement, documentation review, and initial information gathering
  • Deliverables: Initial findings summary and strategic goals alignment document

Phase 2: Analysis and Draft Recommendations - 20,000 USD (40%)

  • Labor: Analysis of current landscape, development of preliminary recommendations, and preparation of validation workshop materials
  • Deliverables: Comprehensive as-is analysis document and draft recommendations presentation

Phase 3: Validation and Final Deliverables - 15,000 USD (30%)

  • Labor: Stakeholder validation workshops, refinement of recommendations, and finalization of all deliverables
  • Deliverables: Final assessment document, recommendations presentation, and implementation roadmap

The budget covers all professional services, including research, analysis, stakeholder engagement, documentation, and presentation development. No additional expenses beyond the fixed fee will be requested.

Resourcing & Duration

This project will be completed by one senior consultant (myself) over a three-month period as outlined in the project timeline. The engagement will work across the three months, including:

  • Month 1: preparation and information gathering
  • Month 2: analysis and draft recommendations
  • Month 3: validation, refinement, and finalization of deliverables

This ensures thorough stakeholder engagement, comprehensive analysis, and high-quality deliverables while maintaining the efficiency of a focused, expert-led assessment.

Experience

As a leading expert in Web3 grants and funding mechanisms, I bring directly relevant experience to this project:

I led partnerships and programs across multiple ecosystems, managing multiple programs with varied models. I developed strategic funding frameworks for major protocols and have actively participated in governance for multiple DAOs.

I've built several grants discovery platforms including LlamaGrants, Grantfarm, and the Onchain Grants Registry, and maintain Crypto Grant Wire, a leading newsfeed for grants and incentives. I've published extensively on grants and funding mechanisms since 2021 through my blog and other channels.

My hands-on experience with quadratic funding, retroactive funding, direct grants, and innovative allocation mechanisms positions me uniquely to provide Cardano with actionable insights that can enhance the effectiveness of its ecosystem funding approaches.

Maintenance & Support

As this proposal is for an assessment with recommendations rather than an ongoing product, the primary "maintenance" will involve:

  1. A follow-up session 3-6 months after delivering the final recommendations to evaluate implementation progress and provide clarification on recommendations as needed
  2. Documentation that is structured to remain relevant and actionable as the ecosystem evolves
  3. Availability for ad-hoc advisory support during the implementation phase of recommended approaches

If the community finds value in the assessment and recommendations, there may be an opportunity for follow-up work focused on implementation support or exploration of advanced funding mechanisms such as investment-style approaches that could provide treasury return on investment.

Supplementary Endorsement

Roadmap Alignment

This assessment of funding directly supports the Cardano Product Roadmap by ensuring that resources are effectively allocated to priority initiatives. By evaluating and recommending improvements to funding processes, stakeholder engagement models, and impact measurement frameworks, this proposal will help align treasury resources with the technical and ecosystem development priorities identified in the roadmap.

As Cardano continues its transition to community governance, optimizing the mechanisms through which ecosystem priorities receive funding becomes essential to successful roadmap execution. This assessment will provide strategic recommendations to ensure that funding decisions transparently support the roadmap's key development milestones while maximizing stakeholder participation and capital efficiency.

Compared to concrete technical development or application building projects, this proposal may rank somewhat lower in terms of urgency and immediate ecosystem value since its direct deliverables are "assessments and recommendations."
