The benefit of this proposal is having a mechanism to ensure the ADA we are using to fund proposals is actually being spent the way it’s supposed to. It would create an independent 3rd party with the mission of reviewing funded proposals expenses and sharing that information with the entire Cardano Community.

When it comes to funding proposals through the Treasury, what are the biggest risks?

Teams submitting proposals they never intend to build.

Teams only partially delivering what they promised.

Teams spending funds on personal expenses.

Teams never producing anything of value from the treasuries investment.

This all boils down to the same risk, misappropriation of funds. So how do we mitigate the risk? We follow the money. We can eliminate a huge amount of intended fraud in our treasury process through periodic expense monitoring and testing. Teams who never intended to build something will not want to spend money on business expenses. Teams spending money on personal expenses would be exposed. And teams who are regularly spending money appropriately and in line with their budget would be recognized.

You might be wondering, what about tracking progress as well. We should as a community be implementing separate comprehensive progress tracking by 3rd parties as well, but tracking spending is tracking progress. You cannot bring your vision into reality without spending money. If they are spending money on business expenses, they are making progress. If teams have not made any expenses during the review period but claim to be hitting milestones, this is a red flag they are not building anything.

By supporting this proposal, and providing community pressure that funded proposals participate in this expense review, we will have implemented the first (hopefully of many) real accountability process in place to ensure that our treasury spending is not going to waste.

Moreover, existing threat intelligence in the Cardano space is fragmented, with no public repository for recurring weaknesses, no taxonomy for vulnerability classification, and no clear pathways for contributors to formally participate in security monitoring or disclosure efforts.

This proposal seeks to address these issues by launching the Cardano Threat Intelligence (CTI) initiative—a security education and intelligence framework built on Andamio. CTI will empower the community to identify, assess, and disclose threats through open training, structured documentation, and the creation of a shared security knowledge base. It will create pathways for individuals to become certified CTI Watchdogs, ensuring that security is not only everyone’s responsibility but also everyone’s opportunity.

The Cardano Community Bounties pilot Program will create a flexible and easy way to support small community contributions. It will fill a gap in the ecosystem by offering fast and fair funding for simple tasks. This will help people act quickly, stay involved, and continue building useful content and experiences around Cardano.

  1. Keeps the community active and engaged With small, fast rewards, community members will stay motivated. Instead of waiting months for Catalyst, they can receive a small bounty to run a meetup, make a video, translate a guide, or moderate a chat group. This keeps energy and activity high between funding rounds. People who might leave will stay involved.

  2. Helps new users join Cardano When more tutorials, meetups, and support materials are created, new users feel welcome. They understand how to use wallets, stake ADA, vote in Catalyst, or try a DeFi app. This kind of support helps Cardano grow from the ground up. A single workshop can help many people. A short video in the right language can reach thousands.

  3. Builds local communities everywhere Many small efforts happen in places far from the main Cardano development hubs. A student group in Kenya, a women’s coding class in Brazil, or a farmer group in the Philippines might want to use Cardano. With bounties, they can get rewarded for hosting events, making translations, or running learning sessions. This spreads Cardano to new regions and new use cases.

  4. Supports people who are already helping Many people are already moderating Telegram channels, making content, helping beginners, or translating documents. But they are often unpaid. To maximize impact, we are enhancing visibility through targeted dissemination to boost citations, foster collaboration, and solidify Cardano’s reputation in blockchain R&D.

Technology validation (previously called Innovation) streams translate research into practice, delivering six validated outputs annually—including technical reports, formal specifications, prototypes, simulations, Cardano Problem Statements (CPSs), and Cardano Improvement Proposals (CIPs). Prototypes and technical documentation will provide in-depth analysis and serve as critical foundations for product development within the Cardano ecosystem. CIPs, in particular, promote transparency and community-driven evolution, addressing key challenges and helping guide Cardano’s strategic advancement.

To date, Input Output Research has played a catalytic role in growing Cardano into a multi-billion-dollar blockchain.
