Abstract
This proposal establishes a Governance Workstream Consortium which establishes decentralized execution framework, ROM Multisig Model, to support the delivery of constitutional dept workstreams in Cardano. Its core aim is to ensure that budgeted governance tasks are completed verifiably, transparently, and without relying on a single administrator.
Motivation
This proposal seeks to diversify the ecosystem of governance execution. Any project may leverage the model we present to pursue a similar decentralized, auditable, and effective approach that maximizes ecosystem value in return for treasury funds.

As Cardano enters a new phase of decentralised governance, the community faces a critical challenge: Ensure that budgetary governance actions are effectively executed and verifiably completed without relying on any single administrative body.
This proposal seeks to diversify the ecosystem of governance execution. Any project may leverage the model we present to pursue a similar decentralized, auditable, and effective approach that maximizes ecosystem value in return for treasury funds.
Community members committed to Cardano's principles of resilience, effectiveness, and distributed authority should endorse this proposal toward building with shared values.
ROM Multisig Model The ROM (Read Only Memory) innovates a lightweight, independent administrative approach. An open source and community developed model designed to enable projects to operate efficiently and flexibly.
The Multisig Model is a combination of principles, standards and tooling that provides an independent framework for assessing project delivery data connected to continued funding from the Cardano community (treasury funding).
This model is designed to empower community members with greater access to funding by accelerating and simplifying decentralized project operations with a flexible approach to reasonable oversight.
The ROM-Multisig Model’s principles, standards and tooling are free to use and adapt. In no way are projects mandated to apply the ROM-Multisig Model as provided.
Available technology across AI and blockchain are integrated to perform continuous oversight, incentivising productive work, quality delivery, and mitigation of risk for the Cardano community. The ROM works within clear boundaries and transparent processes to benefit projects that adopt the model as well as the wider ecosystem.
Proposal benefits I. Efficient decentralization: The light weight ROM-Multisig Model’s standards, principles and tools empower projects to self-determine independent administrators. This includes a tested and functioning multisig smart contracts as well as MiCA compliant and auditable operational models. II. Evolve governance: Deliver productive Cardano governance work that resolves key elements of constitutional debt.Constitutional documentation, dRep compensation and preparation for an ‘update constitution’ governance action as well as other workstreams identified as being critical. III. Broaden access to funding: All ROM documentation, tools and frameworks will be made publicly available and the team will support onboarding of the ROM model to broader and smaller scale projects. Minimum governance for the ROM model’s open standard and its continued evolution.
This proposal reinforces a core constitutional principle: the community's sovereign authority over shared resources. By simplifying the technical and legal landscape around decentralized project management, we significantly contribute to Cardano’s new era of governance and the challenges of budgetary management.
Governance and Leadership The delivery team is a combination of Cardano Community members who have all significantly and verifiably contributed to the Cardano Blockchain Ecosystem. The list below reflects the broad requirements of skill sets needed to develop the ROM-Multisig Model. The ROM-Multisig Board will ultimately define how the pool of delivery talent listed below is involved in completing project milestones.
The below prospective members of the delivery team are all long term contributors to the Cardano Community including SPOs, Constitutional (Co-)Delegates and dApp developers.

Multisig smart contract rules The ROM-Multisig Board operates with the following main on chain defined logic: 50% approval threshold for distribution 10 epochs duration to enact the vote
The Multisig Board proposed for this proposal is established as follows: Seat 1 - Voting member 1 - … Seat 2 - Voting member 2 - … Seat 3 - Voting member 3 - … Seat 4 - Voting AI (prompted by Oversight, submitted by Multisig Team) Seat 5 - Voting drep 1 Seat 6 - Voting drep 2 Seat 7 - Voting drep 3
Voting members - Are experts, proposal submitters, independent observers, or other parties assigned by the submitters of the proposal for successful delivery to benefit the Cardano Ecosystem.
Voting AI - The ROM leadership is allotted one seat that involves an AI powered dynamic.
Dreps are (Anonymous) Voting Members, the largest dReps voted in favour of the proposal and agreed to a seat on the Multisig, representing the voice of the community.

Funds Distribution Funds drawn from the Cardano treasury for this proposal will immediately be subject to the oversight of the Multisig structure. The proposal spans 12 months with funds released based on delivered work as long as productive outcomes are met. The Multisig may withdraw funds back to the Cardano treasury if progress is not acceptable.
Phase 1 An initial request of 200,000 ADA from Cardano Treasury for the first quarter of development and deployment of the ROM Multisig Model, formalisation of the Governance, onboarding and electing Multisig members.
At each new drawdown from the multisig contract the ROM must present the productive work accomplished to the Multisig board.

Phase 2 We present the productive work done and prepare the second Up to 1,718,000 ADA on-chain budget Request for the Multisig Board to administer work that involves the grant funds to the constitutional debt workstream and continued funding for developing, operating and delivering on ROM framework expectations. Phase 2 milestones - ROM Required milestone presentations on progress for tools, documentation to the Multisig Documentation supporting onboarding of delivery organizations Robustness checks on the ROM (operational ‘penetration tests’) Finalizing documentation and ROM model, publication of documentation and tools Onboarding of new projects that run custom ROM multisig model. Phase 2 milestones - Constitutional debt Future workstream scope of work accepted by Multisig ROM Onboarding of future workstream into the ROM delivery framework Ongoing reporting and tracking of future workstreams delivery requirements and fund distributions Resolving of constitutional debt and public communication to the community Final ‘audit’ report ratified by ROM board concerning delivery team work
Phase 3 Finalization of the ROM model and constitutional debt projects under administration. Return of unused funds to the Cardano treasury.
Phase 3 milestones - ROM Onboarding of new projects that run custom ROM multisig model. Closing down and archiving of the ROM project. Refinement of documentation and open source governance for continued evolution Final use of funds plan or return of funds to the Cardano treasury as determined by the Multisig.
KPI Strategy The KPI Strategy document outlines the strategy for measuring the effectiveness and impact of the ROM Multisig governance framework through Key Performance Indicators. It presents a phased approach to evaluating financial accountability, operational security, and mandate alignment, while also defining a roadmap for community-driven improvements and continuity.
