Abstract

Here is a list of the major changes:
- Preamble / Article I / Article III / Appendix II: Minor wording improvements.
- Defined Terms: New definitions added for clarity.
- Article II:
- Simplified wording.
- Removed the Budget requirement for treasury withdrawals.
- Added a Roadmap requirement.
- Introduced limited Execute Functionality (Requirement 7).
- Removed outdated provisions (e.g., DRep/SPO Codes of Conduct).
- Appendix I:
- More precise definitions.
- Fixed typos and inaccuracies.
- Aligned with Article II changes on treasury withdrawals.
Motivation
The current Constitution has six key issues:
- Typos and inconsistent spelling
- Redundant and unclear wording
- Vague or missing definitions
- Unused provisions (e.g., DRep/SPO Codes of Conduct)
- Unnecessary budget requirement for treasury withdrawals, while missing essential conditions like a roadmap
- No "execute" mechanism, limiting DRep's ability to manage treasury withdrawals
Rationale
We addressed these issues as follows:
- Fixed typos and cleaned up wording
- Simplified structure and reduced word count
- Clarified key definitions
- Removed unused or outdated clauses
- Removed the budget requirement and added a roadmap requirement for treasury withdrawals
- Enabled limited execution functionality: DReps can now delegate specific approval authority (e.g., to a Cardano Marketing Committee) via a 67% Info Action. This allows pre-approval and enforcement of treasury withdrawals in certain areas, such as marketing.

I am not able to find Rational for both sides of arguement and what the changes will impact line by line. (current its general rational)
Also would like to see some guarantee that there was effort and wider endorsement and understanding of these changes.

I was not able to get the list of changes link to load through the gov.tools site and vesper as a browser. Getting to the document which presumably also will include rational for changes beyond the changes only is something I need to review in order to make an informed vote.
I would like to know who the "we" is in making this proposal as changes to the Constitution by anonymous parties while potentially acceptable, requires a much higher level of scrutiny and review.
